TCBRA 2010 RULE PROPOSALS

Please review the rule proposals received by the TCBRA board of directors for consideration for the year 2010. These proposals have been submitted for consideration at the annual meeting of TCBRA, scheduled for February 21, 2010, 10am at the Kennewick PUD building. Voting shall occur by 2010 members present at the time of the annual meeting.

By-Law Proposals;

Section 6-NOMINATIONS-ELECTIONS-VOTING

    Individuals must be a Member or a Non-Contesting Member of this corporation in order to vote. No member shall have one or more vote. The President can only vote to break a tie.

The Annual meeting shall be held during the Awards Banquet.

1.7       Currently reads:
A nomination fee of $10.00 per horse and/or rider, not to exceed $35.00 per membership, excluding 5-D Side Pot nominations, (see Rule 10.2) must be paid to be eligible to receive points. After nominating in a class you may not move your nomination. If you wish to move to another class you will be required to re-nominate. (See rule 7.5) Nomination fees will be used for year-end awards. (See rule 8.1)

3.2.1    Add:
Lead liners may be lead ONLY on foot. (No riding double, or ponying from horseback.)

3.6       New rule:
When running at the Kennewick 4H arena, the designated entry gate shall be on the EAST end of the (double gates).
Supporting reasons: 1) Better lighting to see the barrels, especially the third barrels. 2) The gate at the EAST end is centered better to run the barrel course. 3) The ground footing seems to be more conducive for safer & faster runs 4) Possibly eliminating the confusion of which end of the arena to park

4.1       Current Rule:
4.1 Classifications are as follows:
Open - Open to all riders and horses
$2000 Novice- $2000 winnings limit on horses as of Jan. 1 current year and will remain in class for entire year. The year-end winner (horse) of the $2000 class will advance to the next appropriate class the following year.
$750 Novice- $750 winnings limit on horse as of Jan. 1 current year and will remain in class for entire year.  The year-end winner (horse) of the $750 class will advance to the next appropriate class the following year.
$50 Novice- $50 winnings limit on horse as of Jan. 1 current year and will remain in class for entire year.  The top three year-end award winners (horses) of the $50 Novice class will advance to the next higher appropriate class the following year.
Senior- Rider age 13 to 18 (as of Jan. 1 current year)
Junior- Rider age 8 to 12 (as of Jan. 1 current year)
Pee Wee- Rider age 7 and under (as of Jan. 1 current year)
* Any child under the age of 18 is required to have a parent or guardian on the grounds each night.

$500 Novice Class. $500 winnings limit on horse as of Jan. 1 current year and will remain in class for entire year.  The top three year-end award winners (horses) of the $500 Novice class will advance to the next higher appropriate class the following year.

$2000 Novice- $2000 winnings limit on horses as of Jan. 1 current year and will remain in class for entire year. The year-end winner (horse) of the $2000 class will advance to the next appropriate class the following year only if the horse has won more than $2000.

4.1       New Rule                   
Create a new class/time slot, where a member may run their nominated horse to have said time roll into the 5-D side pot only.  This new class will not have a jackpot night,  will not have awards awarded at the end of the season this class is for members that only wish to compete and earn point for the 5-D side pot ONLY.   Members and horse will need to be nominated in the 5-D side pot.

4.3.1    New Rule:
Pee Wee, Junior and Senior class nominations can carry only ONE set of points in the Pee Wee and Junior class.

4.4       Currently Reads:
Open entries may roll their times to any Novice or Senior Class for which they are nominated.  To be eligible to roll time you must also be nominated in the Open.

4.4.1    New Rule:                  
Open to all horse rider combinations. Points stay with each horse/rider combination. (This would impact rules 4.3 and 7.3)

4.5       New Rule                   
Open Class only:
A onetime Vet out option may be used if an open horse is hurt. Nominated rider will be allowed a onetime vet out / wildcard to replace your nominated horse. However rider will need to finish the season on the replacement horse.

 

4.6       New Rule                   
Once a horse has participated at a Pro-Rodeo, it is no longer eligible for any Novice Class.  If this occurs during a nominated pointing season, points stop from the date of the Pro-Rodeo Run forward.  However the points earned are still eligible for awards.

4.7       New Rule                   
Once a horse has won money at an Amateur Rodeo, it is no longer eligible for any Novice Class. If this occurs during a nominated pointing season, points stop from the date of money won forward. However, the points earned are still eligible for awards.

4.8       New Rule                   
Futurity horses are not eligible for the $50 Novice Class during their first year of competition.

4.9       New Rule                   
A Horse/Rider Combination is only allowed to "Nominate for End of the Year Awards in One Class." For example, if you are nominated in the Open, you are not eligible to Nominate for any Novice Class, Senior, and Junior.

4.10     New Rule                   
Any Horse/Rider Combination may pay a one - time fee of $10 plus standard nightly entry fees to have the opportunity to "ROLL" your time to your "Nominated Class." - You will be in the standard draw. The run does not need to be rolled, but rolling a time must be announced at time of entry OR assumption will be that it is NOT to be rolled. There will be NO double circling - it is a one time through the pattern ONLY and board can revoke your ability to RUN or ROLL in this class for any future dates without refund, if the "RULE" is not followed of 1 time through the pattern.

New Rule                   
Any Horse/Rider Combination IS eligible for the "Jackpot" in BOTH Classes (all standard fees apply), if they are a participant of 4.10. And the time may be rolled from the Open.

5.2       Currently Reads:
The fees for competing members will be $5.00 per entry.  The fees for non-members will be $8.00 per entry.  Time only runs for competing members will be $5.00 each.  Time only runs for non-members will be $8.00 each for 3 runs for $20.00.  Entry fees must be paid prior to entering arena.

Change to Read:
The fees for competing members will be $5.00 per entry.  The fees for non-members will be $8.00 per entry.  Time only runs for competing members will be $4.00 each or  3 runs for $10.00.  Time only runs for non-members will be $6.00 each for 3 runs for $15.00 Entry fees must be paid prior to entering arena.

5.2.1    New Rule:
Time onlys’ may not be shared, only one person in the arena at a time.  Time Onlys’ will be ONCE THROUGH THE PATTERN.

    Open+, $2000, $750, $50 Novice, Senior, and Junior- $5.00 + $5.00 entry fee* ($10.00)   
    Pee Wee- $1.00 + $5.00 entry fee * ($6.00)
*Non-pointing contesting members will be charged the same jackpot fees as members.  (See rule 1.3 and 5.2 for non-pointing contesting fees), +Mandatory jackpot in Open on all jackpot nights.

11 or more riders- Four monies paid (40% for 1st, 30% for 2nd, 20% for 3rd, and 10% for 4th)*
    * Less office charge.

7.2       Currently Reads:
Points will be given to six (6) places in each category.  Points will be earned as follows: 6 points for 1st place; 5 points for 2nd place; 4 points for 3rd place, 3 points for 4th place; 2 points for 5th place and 1 point for 6th place.  If a non-nominated member places, the club member with the next fastest time will receive points for that place. 

Change to Read:
Points will be given to six (6) places in each category excluding the Open class.  Points will be earned as following: 6 points for 1st place; 5 points for 2nd place; 4 points for 3rd place, 3 points for 4th place; 2 points for 5th place and 1 point for 6th place.  If a non-nominated member places, the club member with the next fastest time will receive points for that place. 

In the OPEN class points will be given to ten (10) places. Points will be earned as follows: 10 points for 1st place; 9 points for 2nd place 8 points for 3rd; 7 point for 4th place; 6 points for 5th place, 5 points for 6th place; 4 points for 7th place; 3 points for 8th place; 2 points for  9th place & 1 point for 10th place.

Year-end awards will be given to five places in the peewee, junior, open, senior, 2000 novice, 750 novice, and 50 novice.  If funds are available, awards will be given to six places.  If 25 or more competitors qualify for year-end awards in any division, then awards will be given to more places in those divisions based on "one award given for every four competitors qualified."

8.3       New Rule:
Pointing contestants must attend a minimum of five (5) races in order to qualify for year end awards.

8.4       New Rule:
If participation awards are given to Pee wee and Junior class nominations, class members must have competed in at least five (5) races.

10.9  Currently Reads:
In the event TCBRA rules are silent in regards to the 5-D, the NBHA rule book will be used for the 5-D only.

In the event TCBRA rules are silent in regards to the 5-D, the BRN4D Rules & Regulations will be used for the 5-D only.

 

2010 Youth Scholarships- Scholarship Purpose and Criteria:  TCBRA would like to provide the opportunity for those children under the ages of 18 to participate in our club.  To do this, the Tri-City Barrel Racing Association will sponsor or solicit sponsor donations for the membership fee for children under the age of 18 as determined by the TCBRA Board of Directors.  These children must show a general interest in the sport of barrel racing, be sportsmanlike, and comply with the rules and regulations of the Tri-City Barrel Racing Association.  Sponsored children will be required to have a chaperone on the grounds each night of attendance. Parents are required to provide the name of said chaperone(s) to TCBRA. Additionally, sponsored children will accomplish their work night requirement by mentoring with TCBRA arena directors at two separate races.

To show a general interest in the sport of barrel racing, the applicant must provide an essay in 50-100 words describing:

  1. How he/she enjoys the sport of barrel racing,
  2. Why he/she participates in the sport of barrel racing and
  3. Why the Tri-City Barrel Racing Association should sponsor them.

The applicant must have his/her application in by March 1, 2010 to be considered for the scholarship and have their membership sponsored for the 2010 TCBRA barrel season.  If you have any questions or would like some further information or an application, please contact Lacey Martin at (509) 366-0051.  Thank you to all of those who apply and good luck!

Look For TCBRA on Facebook!-Although the new board does not take over until January, we are experimenting with additional ways to communicate with members of the club. A Facebook page was recently started with the intent to use this as an additional means of communication to current methods. Fans to the Facebook page are encouraged to post comments, ideas, pictures & videos pertaining to TCBRA. In addition, a central email account was started; tcbrabarrelclub@hotmail.com. Member input to yearly activities and plans are always welcome!

PAC Approval: We approved for 2010. For APHA horses you can now recieve PAC points...Although APHA membership is not required to enroll in PAC, you must be a member to receive any awards you earn from the APHA. Even though you don’t have to own the horse you compete on, annual enrollment of the horse in PAC is required. See www.apha.com for details!
